PRODUCER ORGANISATIONS (POs), ASSOCIATIONS (APOs) AND INTERBRANCH ORGANISATIONS (IBOs) IN THE EU
Giriş
1308/2013 sayılı AB Ortak Piyasa Düzeni (OPD) Mevzuatı, tarımsal üretimden tüketiciye kadar uzanan gıda zinciri içerisinde Üretici Örgütlerini, Üretici Örgütü
Birliklerini ve Branşlar Arası Örgütleri yapılandırmaya yardımcı olmaktadır. OPD Mevzuatı kapsamında, tanınmış ve onaylanmış Üretici Örgütlerine, Üretici Örgütü Birliklerine ve Branşlar Arası Örgütlere yönelik destek programları mevcuttur. Destek, üreticilerin gıda zinciri kapsamındaki müzakere pozisyonunu güçlendirecek ve gelirlerini artıracak ya da en azından sabit tutacak şekilde tarım sektörünün ölçeğini büyütmeyi amaçlamaktadır.
Introduction CMO Regulation (EU No 1308/2013) helps to structure POs, APOs and IBOs in the food chain from the agricultural production to the consumer. Under the
CMO Regulation, support schemes are available for recognised POs, APOs and IBOs. The support helps to increase the scale of the agricultural sector in a way that the producers strengthen their negotiating position in the food chain and improve or at least stabilise the income of the producers.
Üretici Örgütleri Mihenk Taşı Görevi Görüyor
Bir kooperatifin tanınıp onaylanması için, üreticilerin gönüllü inisiyatifiyle kurulmuş olması gerekir. İş planı (operasyonel programı) üreticilerin idaresinde olmalı ve üretici örgütü, üyeleri tarafından demokratik bir zeminde kontrol edilmelidir.
Üretici örgütünün minimum üye sayısı ya da pazarlanabilir üretimden elde edilen minimum ciro gibi tanınma kriterleri, Üye Devletteki yetkili makam tarafından belirlenir. Üretici örgütleri, piyasaya sürülen ürünlerin fiyatını ve miktarını belirler, üretim miktarını talebe göre planlar, ürün kalitesini artırır ve ortaya çıkan yan ürünleri çevre dostu ve sürdürülebilir bir şekilde yönetir.
PO as Cornerstone
In order to be recognised, the cooperative must be found on the voluntary initiative of the producers. The business plan (operational program) must be ruled by the producers and the PO is controlled by the members of the PO on a democratical basis.
The recognition criteria are determined by the competent authority of the Member State such as the minimum number of members of the PO and the minimum turnover of marketable production. POs rule the prices and volumes of the products offered on
the market, plan the production which is based on the demand, improve the product quality, manage the byproducts on an environmental and sustainable way.
Üretici Örgütü Birlikleri:
Üretici örgütleri birlik kurabilir; bu durumda da benzer kurallar geçerlidir. Üretici örgütü birlikleri, belirli ürünlerin daha fazla satılması ve üretim ya da satışla ilgili araştırma geliştirme çalışmaları yapılması gibi daha spesifik konularda faaliyet gösterirler. Yatay iş birliğinin, üretici örgütünün üyelerine bir fayda sağlıyor olması gerekir.
Branşlar Arası Örgütler:
Branşlar Arası Örgütler, üretici örgütü ve ticaret arasındaki ya da üretici örgütü ve işleme süreci arasındaki iş birliğine ya da her ikisine dayanan, gıda zinciri kapsamında
yer alan organizasyonel yapılardır. Burada amaç, sözleşmeye dayalı üretim kuralları belirlemek ve marka ve ürünleri tanıtmak gibi kolektif çalışmalar planlamak
ve yürütmektir.
Associations of Producer Organisations:
APOs POs may establish APOs. In such cases, similar rules need to be followed. APOs act on specific topics, such as selling a bigger quantity of specific products, research and development at production or selling level. This horizontal cooperation needs to result in a benefit for the member of POs.
Inter Branch Organisation:
IBOs IBOs are organisational structures in the food chain, based on the cooperation between a POs and trade, or POs and processing or both. The aim is to establish collective projects like contractual production rules, promoting the brands and products.

Üretici Örgütleri, Üretici Örgütü Birlikleri ve Branşlar Arası Örgütler ile ilgili OPD mevzuatı 2013 yılından bu yana tüm sektörlere açıktır. Meyve-sebze ya da şarap sektörü gibi pek çok sektörde ise kooperatifler/üretici örgütlerinin geçmişi uzun
yıllara dayanmaktadır. Destek önlemleri her bir sektörün kendi ihtiyaçları doğrultusunda özel olarak belirlenmektedir. Üretici Örgütleri, Üretici Örgütü Birlikleri
ve Branşlar Arası Örgütler düzeyinde en çok desteklenen sektörlerden biri meyve-sebze sektörüdür.
Üretici Örgütleri, Üretici Örgütü Birlikleri ve Branşlar Arası Örgütler, üreticilerin gelirini artırma ve gıda zinciri oluşturma konusunda oldukça başarılı araçlar olarak karşımıza
çıkmaktadır.
POs, APOs and IBOs for all sectors Since 2013 the CMO regulation for POs, APOs and IBOs is open for all sectors. In a lot of sectors like the fruit & vegetables sector, or the wine sector, many of cooperatives/POs already have a long history. For each sector, support measures are defined according to the need of the individual sector. One of the most supported sectors on the level of POs, APOs and IBOs is the fruit & vegetable sector.
POs, APOs and IBOs are quite successful tools in improving producers’ income and
establishing the food chain.
